Under basic conditions $(HO^{-} / \Delta)$,the $\alpha$-hydrogen of the ketone is removed to form an enolate. This enolate then undergoes a nucleophilic attack on the aldehyde carbonyl carbon. This leads to the formation of a $5$-membered ring,which is thermodynamically favored over a $7$-membered ring. Subsequent dehydration (loss of $H_2O$) yields the conjugated enone,$1$-acetylcyclopentene.
