It pulls the electron density of the $N-F$ bond towards itself,which in turn increases the effective electronegativity of the nitrogen atom.This makes the lone pair on the nitrogen atom in $NF_3$ much less available for donation compared to other nitrogen trihalides.As the electronegativity of the halogen decreases from $F$ to $I$,the electron density on the nitrogen atom increases,making the lone pair more available for donation.Therefore,the basicity order is $NF_3 Thus,$NF_3$ is the least basic.
