$P = \frac{4 \times 2.50 \times 10^{-2}}{5.00 \times 10^{-3}} = 20 \; Pa$.
For an air bubble at depth $h = 0.40 \; m$,the excess pressure is $P' = \frac{2S}{r} = \frac{2 \times 2.50 \times 10^{-2}}{5.00 \times 10^{-3}} = 10 \; Pa$.
