In the case of vinyl chloride $(CH_2=CH-Cl)$,the chlorine atom is directly attached to an $sp^2$ hybridized carbon atom. The lone pair of electrons on the chlorine atom participates in resonance with the double bond,giving the $C-Cl$ bond partial double bond character. This makes the cleavage of the $C-Cl$ bond very difficult,and the resulting vinyl carbocation $(CH_2=CH^+)$ is highly unstable due to the $sp$ hybridization of the positively charged carbon. Therefore,vinyl chloride does not undergo Friedel-Crafts reaction.
