$MD = \frac{\sum f_i |x_i - M_d|}{N} = \frac{4|3-14| + 5|9-14| + 3|15-14| + 6|21-14| + 2|27-14|}{20} = \frac{4(11) + 5(5) + 3(1) + 6(7) + 2(13)}{20} = \frac{44 + 25 + 3 + 42 + 26}{20} = \frac{140}{20} = 7$.
