Bromine water ($Br_2$ water) is a mild oxidizing agent that oxidizes the aldehyde group of glucose to gluconic acid,but it does not oxidize the ketone group of fructose. Therefore,glucose reacts with bromine water to decolorize it,while fructose does not. Both glucose and fructose are reducing sugars and will react with Tollen's reagent $(II)$ and Schiff's reagent $(III)$ due to the presence of an $\alpha$-hydroxy ketone group in fructose (which tautomerizes to an aldehyde in basic medium) and the aldehyde group in glucose. Thus,only bromine water $(I)$ can distinguish between them.
