(C) The reaction is a nucleophilic aromatic substitution $(S_NAr)$ reaction. The substrate is $3,4$-dichloronitrobenzene. The $-NO_2$ group is a strong electron-withdrawing group at the para position relative to one chlorine atom and meta to the other. Nucleophilic substitution occurs preferentially at the position ortho or para to the electron-withdrawing group $(-NO_2)$ because the intermediate Meisenheimer complex is stabilized by resonance. In $3,4$-dichloronitrobenzene,the chlorine at the $4$-position (para to $-NO_2$) is more activated for substitution than the chlorine at the $3$-position (meta to $-NO_2$). Therefore,the methoxide ion $(CH_3O^-)$ attacks the $4$-position,displacing the chloride ion to form $3$-chloro-$4$-methoxynitrobenzene.
